At an Executive Meeting of the Kinross Civic Trust held on 10.12.98 the above topic was discussed and the following points represent our initial views at this preliminary stage in the review process. Conservation Areas
We look for the development of enhancement schemes, similar to that being put together for Cleish, for all the rural conservation areas. We seek clear policy guidelines for development and refurbishment activity within conservation areas and assurances that all plans will be examined in the light of these. Kinross Town Regeneration
We support in principle the objectives of appropriate tourist development linking Kinross Town and Loch Leven envisaged in the existing Local Plan and Strategy. Roads
We take a flexible view of development potential of the H9 site in the existing Local Plan. This site could offer possibilities appropriate to its location for light industrial and office use. We consider only light industrial and office uses are appropriate to locations in the close proximity of houses. Housing
We are of the view that any housing development at Kinnesswood and Scotlandwell Riggs must be kept to the lower slopes of the hills in order to minimise visual impact, but ribbon development should be avoided. The integrity of Kinross and Milnathort must be maintained with an appropriate buffer between the two settlements. Similarly, any development at Crook of Devon and Drum should take into account the individual characters of these associated settlements. We are concerned at indications of proposals for a 90% housing/10% industrial split for drainage capacity at Milnathort. We believe this is far too heavily biased in favour of housing. We propose that a "Development Brief" should be produced for each development specifying how the principles set out in the "Design Guide" should be applied to it. This is essential as a means of encouraging high quality development. We support the provision of smaller, low cost housing - for sale or rent- in line with demand due to demographic change. Opinions should be gathered during the consultation process on trees suitable for designation under the Tree Preservation Order scheme. We would look to play a constructive role in assessing any appropriate proposals for the re-development of the Ochil Hills Hospital site. Any proposals for housing on the site should fall within the scope of the housing development review. As we understand the Structure Plan is also under review and as Kinross-shire Civic Trust wish to contribute to the consultation process relating to that document, can you please inform us of the timetable relating to the Structure Plan.
